From what I read, it was established when Mangrai combined the 2 kingdoms of Ngoen Yang and Payao only to be absorbed by Siam later on in history.
It was never part of LanXang, that map was doctored with the notion of Lanna being a Lao Kingdom and passed around in this forum like it's official. You're kidding yourself if you think Lanxang ever came to be that large.

Here's a map of Lanxang, excluding Lanna. As you can see Lanna was it's own separate kingdom.
All you have to do is read the chronicles of Chiangmai, FaNgum Army after taking Chiangsean and all the small kingdoms in NOthern Thailand headed towards Chiangmai and the King of Chiangmai sent Tribute and submitted to FaNgum without a fight, Chiagmai even has FaNgum listed as one of the King of Lanna.
FaNgum was a legitimate Heir to Lanna, he is the grandson of Mengrai the great, his mother is the daughter of King Mengrai. Many Nothern Thai kingdoms submitted to FaNgum without a fight when hearing of FaNgums army approaching. Many of these Kings made a case that they are FaNgums relative so that they can continue ruling their Kingdoms as subjects to FaNgum. The Kings that resisted FaNgums army were captured and excuted.
There are 2 Lanxang Kings listed as past Rulers of Lanna, those two Kings are FaNgum and Setthartarit. Both marternal sides are of Lanna lineage.
Ayutthya should be included in FaNgums Empire, Uthong submitted to FaNgum after FaNgum marched into Ayutthya territory and took land from Ayutthya. Uthong was unwilling to fight FaNgum and even sent his Daughter to FaNgum as a maid servent/wife with gifts as submission to FaNgum along with Ayutthya territory.
