Wrong. Issan was part of Vientiane kingdom. Vientiane is in Central Laos. Tai Puan aka Xieng Khuan is in Northern Laos. So what you're saying doesn't make sense.
And by the way, the Khene wasn't created in Xieng Khuan. The Khene was created in Savannakhet, which is in Southern Laos. Well, Savannakhet is not really considered Southern Laos.
When the majority of Lao people think of Southern Laos, they think of Pakse and further down.
Savannakhet and Khammouan is more of what I call,
South-Central Laos.
By the way, Savannakhet is home the most numerous traditional folk music. Other province have only 1 or 2 at the most. Savannakhet has around 5 or 6.
Lum Khonsavan, Lum Phu Tai, Lum Tang Wai, Lum Ban Xort, Lum Phern, all these Lum originated in Savannakhet. And alot of these Lum are sung by the Thai Issan. As a matter of fact, all the well-known Lum are from Laos. Lum Puan, Lum Salavan, whatever, all from Laos.
